The basics
What is UAE e-invoicing?
E-invoicing means issuing and receiving invoices as structured electronic data. The data is exchanged between accredited service providers (ASPs) and reported to the Federal Tax Authority (FTA).
A PDF or an emailed invoice on its own is not a UAE e-invoice. The invoice must be in the approved structured format and pass through the e-invoicing network.
How an e-invoice travels: the 5-corner model
- Supplier issues the invoice from its accounting system
- Supplier’s ASP validates it, sends it on and reports the tax data
- Buyer’s ASP validates the invoice and delivers it
- Buyer receives it in its own system
- Federal Tax Authority receives the tax data report (the fifth corner)

FAQ
UAE e-invoicing: frequently asked questions
How can GNet help me with UAE e-invoicing?
GNet is a Zoho Authorized Partner in Dubai. We assess your current invoicing, sets up Zoho Books e-invoicing, guides you through selecting Zoho as your ASP, migrates your data, and trains and supports your team.
Is Zoho an accredited e-invoicing ASP?
Yes. Zoho Software Trading LLC is on the Ministry of Finance list of accredited e-invoicing service providers, with accreditation number 121988. GNet is a Zoho Authorized Partner that implements Zoho Books for you; GNet itself is not an ASP.
Is UAE e-invoicing mandatory?
Yes, for businesses whose transactions are in scope. The UAE is introducing mandatory e-invoicing in phases from 1 January 2027, starting with businesses with annual revenue of AED 50 million or more. Whether it applies to you depends on your transactions and any exclusions.
When does e-invoicing start in the UAE?
Mandatory e-invoicing starts on 1 January 2027 for businesses with revenue of AED 50 million or more, on 1 July 2027 for businesses below AED 50 million, and on 1 October 2027 for government entities.
What is the AED 50 million threshold?
It is the annual revenue level that decides your phase. Businesses at or above AED 50 million are in the first phase; businesses below it follow later. The Ministry of Finance rules define how revenue is measured for this purpose.
Do I need to appoint an accredited service provider?
Yes. Businesses in scope must appoint an ASP accredited by the Ministry of Finance: by 30 October 2026 for revenue of AED 50 million or more, and by 31 March 2027 for businesses below AED 50 million and government entities. Zoho Books users select Zoho Software Trading LLC on EmaraTax.
Is a PDF invoice an e-invoice?
No. The Ministry of Finance states that PDF, Word, image, scanned and emailed invoices are not e-invoices. A UAE e-invoice is structured data exchanged through accredited service providers.
Do Zoho Books users need separate e-invoicing software?
No separate software is needed. According to Zoho, e-invoicing is built into Zoho Books UAE on Professional and higher paid plans, with the first 100 e-invoicing transactions free and transaction packs after that. You set it up in Zoho Books and select Zoho as your ASP on EmaraTax.
Can I move to Zoho Books from my current accounting software?
Yes. GNet migrates your customers, suppliers, items and opening balances into Zoho Books, sets up VAT and e-invoicing, and trains your team. We review your current data first to plan the move.
Are B2C transactions currently included?
Not at present. The current phases cover business-to-business and business-to-government invoices. The October 2026 amendment (Ministerial Decision No. 197 of 2026) also excludes transactions between members of the same VAT tax group for 24 months.
What is PINT-AE?
PINT AE is the UAE version of the Peppol International invoice specification. It defines the structured data format that UAE e-invoices use, and Zoho Books creates invoices in this format.
Information as at October 2026, based on Ministry of Finance and Zoho sources. This is general information, not legal or tax advice.
